Bishop Thomas Daily of Brooklyn made history Sunday by presiding over the
consecration of Christian virgins, in the first rite of its kind in the 148-year
history of the diocese.
Bishop Daily conducted rituals for two women, Junette Romero of Flatbush
and Angela Scannapieco of Williamsburg, who dedicated themselves
publicly to a life of chastity.
The ceremony, called the Solemn Rite of Consecration of Virgins for Women
Living in the World, took place at St. James' Cathedral Basilica in downtown
Brooklyn. The rite was revitalized and updated by Paul VI in 1970.
The chastity of women living in the world -- they do not belong to religious
congregations -- goes back to the early days of Christianity. Women like
deacon Philip's four daughters, who were virgins and prophesied (Acts 21:8-
10), were bearers of the news of the Gospel message.

Why? I am confused as two why the catholic church seems to thing
that there is something

I can't think of any quote from GOD or Jesus that says Sex is frowned
upon. I know I have not
seen anything that says there is some special glorification if you
die a virgin.
Seems to me that all of the anti sex energy would be better spent in
famine relief, world peace,
talking to a trouble person, stopping violence.
But that is just it. Some how two people who are at the height of
ecstasy (to fill with rapture or enthusiasm) when making love
is vile. But if Arnold Schwarzeneggerd unloads a couple of clips from
there uzi into someone well that is just fine. In fact we may even
cheer. We can put that on prime time.
Show commercials from McDonalds and the new Happy meal toy.
Raising kids to think that bad nutrition and violence are good and
that intimacy is bad is a very dangerous
thing. Sex is a basic survival instinct amongst off of GOD
creatures. It insure survival of the species as
as the individuals Genetics. Surprising sexual desire in the manner
that we do, that is by saying that it bad creates twice the problem.
You see since violent movies and tv are the way many people find their
release. So you have a society that not only represses sex, but
tells you it is bad. So not only do you
mounting frustration but you feel like a bad person because you have
these desires. Mixed with a subconscious understanding that
violence is a good release.
I know that what your thinking, people know better. The coherent
person would not cross those line. I agree. But when something
slips and pressure and self condemnation get to a certain point lines
blur. If you follow your feelings because your just too
emotional, you feelings could betray you. Because your thinking of
Arnold Schwarzenegger blasting and the crowed cheering.
Any way I think too much. Guess that is what happens when you
feeling your self slipping 8^)

First space war game alarms Pentagon

THE Pentagon has held its first war games in space and discovered that it
could be vulnerable to a serious defeat, military planners said yesterday. The
five-day exercise, aimed at finding out how to defend America's satellites and
destroy those of a potential enemy, is thought to have had alarming results.
Set in 2017, the deadly serious game - acted out in Colorado - involved two
countries, codenamed Red and Blue, but obviously representing China and
the United States.
Maj Gen William Looney III, commander of US air force space operations,
said: "We don't normally play space. The purpose of this game was to focus
on how we really would act in space."
The military has been reluctant to talk about the results of the war game, but
it is believed both sides used "cyberattacks" - efforts to disable each other's
mainframe computers. The "Chinese" side also tried a pre-emptive strike by
buying up all the commercial satellites it could find, blocking a vital source of
support that the Pentagon has come to rely on.
Unexpected side-effects of the war game are thought to have included the
new tactic of hijacking an opponent's satellites and using it to broadcast
propaganda.

Arafat: 'Sharon had other peace plan at Wye'
Mubarak: 'Stop talking war'

Yasser Arafat said last night that at the Wye Plantation talks with former
U.S. President Bill Clinton, Ariel Sharon had presented a "very different plan"
for peace than the one the Likud candidate for prime minister had been
presenting to the public in the current election campaign.
In a comprehensive interview with Channel Two, immediately followed by the
same station's interview with Egyptian President Hosni Mubarak, the
Palestinian leader emphasized his respect for Jewish rights to the Western
Wall, which he said he remembered well from his childhood while living with
an uncle and aunt in the Mugrabi Quarter of the Old City. He did, however,
also emphasize - and Mubarak later reiterated the same - that the Islamic
world could not relinquish sovereignty over Haram el Sharif. According to
Arafat, he had read in the Israeli press that the Temple Mount was a
Crusader term, "not a Jewish one."
Both Arafat and Mubarak refused to comment on either candidate in Israel's
election campaign, though Mubarak made clear he had a good ties with
Barak ("with whom I speak often"), but had only met Sharon once, in the
early 1980s, and had otherwise "read interviews and heard stories, like Sabra
and Chatila."
Mubarak said that he had never heard of any attempt by Sharon to make
contact with him, but added that if Sharon were elected prime minister and
were to request a meeting "for the sake of stability in the region," then he
would welcome him. "But not merely for the sake of meeting with him,"
Mubarak said.
Mubarak spoke out sharply against the "talk of war" in the Israeli election
campaign, specifically citing the threats by Sharon's ally, Avigdor Lieberman,
to "bomb the Aswan dam" if the region were to descend into war.
"Who is talking about war? We aren't; it's not in our interest. We are
interested in stability, not war," the Egyptian president said.
The interview with Arafat took place in Davos, Switzerland, where only a day
earlier, the Palestinian leader had attacked Israel's "fascistic" war on the
Palestinians and had claimed that the Israel Defense Forces was using
bullets made with "depleted uranium."
As a result of Arafat's angry remarks, Prime Minister Ehud Barak canceled a
planned trip to meet Arafat as a follow-up to the Taba talks.
On Taba, Arafat rejected the claim by his own minister, Yasser Abed Rabbo,
that the agreement reached there was "harta barta," a slang term signifying
meaningless talk.
"Taba," Arafat said, "was not harta barta; we accept that what we achieved
there was not all that we are looking for, not all you are looking for, but it was
a step forward and the most important thing is we [agreed] to continue."
Indeed, throughout the interview, while emphasizing Palestinian casualties in
the last four months, Arafat also insisted he had never cut off talks with the
Israelis.
As for the Western Wall and Jewish prayer rights there, Arafat said, "I
respect this; I respect this completely." He cited the 1932 Shaw
Commission of Inquiry by the British Mandate authorities, which delineated
the Western Wall as a Jewish holy site and raised memories of it as a child
when his uncle would meet him at the Wall to take him home. "I spent hours
there, watching the Jews pray," he said.
There was a conciliatory tone in Arafat's entire manner during the interview,
which included a condemnation of shooting attacks on Israeli civilians in the
territories and a vow that he had never told his negotiators to stop talks with
Israel.
When Barak appeared live on TV right after the interviews in the same
special news broadcast, the prime minister said that Arafat's "change in tone
and the condemnation of the terror" might yet pave the way for a pre-election
meeting with the Palestinian leader.
But during the interview, Arafat also reiterated his claim from the day before
that the IDF was using depleted uranium bullets, a charge that Barak
rejected vociferously.
Arafat and Mubarak both claimed that peace was within reach. Mubarak said
if Israel would understand that the Muslims could not give up Haram el Sharif
and were to "stop complicating things" by talking about "above the haram,
below the haram." On the refugee issue, Mubarak said that few Palestinians,
if given the right of return, would actually seek out their old homes.
"The problem is you still don't understand the psychology of the
Palestinians," the Egyptian president said, telling the interviewer: "Arafat is
the only one who understands the Palestinians;" and "You should take the
opportunity to make peace with him. Don't wait for [the person] who comes
after him."
As for Syria, the West Bank and Gaza, Mubarak said that if Israel were to
return the land it took in the 1967 war, peace would be possible. He said that
Israel's refusal to give back the Golan - all the way to the Kinneret, "where
Hafez Assad told you he used to swim" - was preventing the entire region of
Israel, Jordan, Syria and Palestine from prospering.
Twice during his interview, Arafat mentioned what he termed "the 65 percent
of Israeli people who, according to the polls, are with the peace process,"
emphasizing that he would respect whoever was elected on February 6 as
the Israeli leader, but adding that he was convinced that the Israeli public
wanted peace - and that the Palestinians did as well.
Asked if he believed Sharon's announced plan - a united Jerusalem, 42
percent of the West Bank made into a Palestinian state, and the Jordan
Valley remaining in Israeli hands - Arafat answered with a question: "If this is
his plan, why didn't he mention it at the Wye River Plantation talks," where
Sharon joined then prime minister Benjamin Netanyahu to negotiate the
withdrawal from most of Hebron.
Asked if that meant Sharon had presented other plans for peace at Wye,
Arafat said with a smile, "Don't ask me, you can ask President Clinton."
Unlike Barak, who appeared live on the TV station right after the interviews
and used the opportunity to press forward his campaign, Sharon refused to
appear live, but did offer two comments.
Sharon laughed off Arafat's allusion to a different peace plan at Wye, saying
"Who do you believe, me or Arafat?" And as for Mubarak, Sharon said, "He
doesn't have to worry; I have no plans to contact him.".

In a surprising and unprecedented postscript to the record number of 37=20
new cardinals named a week ago, Pope John Paul II named 7 additional=20
cardinals on Sunday, three of them in countries that were once part of the=
=20
Soviet bloc. The pope cited the suffering of Roman Catholics under=20
Communist oppression as a motive for elevating 3 of their leaders. But the=
=20
selections also reflect his desire to defend Catholicism in areas where it=
=20
was once persecuted by the Soviet system but is now deeply resented by=20
Orthodox churches, which view it as more of an enemy than a sister church.
Although the pope said he had "various reasons" for not including the lates=
t=20
names in his announcement last Sunday, he did not divulge any. John Paul=20
has now increased the number of voting cardinals well above the limit of=20
120 set by Pope Paul VI, raising it from 128 a week ago to 135. That could=
=20
be a sign that at 81 the ailing pope wants to take every opportunity left t=
o=20
him to shape the college of cardinals, the institution that will one day el=
ect=20
his successor.
Two Germans, a Bolivian, and a South African will be among the many=20
clerics who will receive a cardinal's red hat during a consistory on Feb. 2=
1.=20
Two will be from Ukraine, a predominantly Orthodox country where the=20
main Orthodox church, which is subordinate to Moscow, has asked the=20
pope to postpone a contested visit in June. Another is from Latvia, where=20
the Roman Catholic minority has had uneasy relations with both the=20
Lutheran and Orthodox Churches.=20
Marian Jaworski, 74, the Polish-born Roman Catholic archbishop in Lviv,=20
near the Polish border, and Janis Pujats, 70, the archbishop of the Latvian=
=20
city of Riga, were made cardinals in 1998 but their names kept secret, or "=
in=20
pectore" (within the breast), a practice used for prelates who serve in=20
regions where their elevation to cardinal could prove harmful. The very fac=

Like his trip to Ukraine, the nominations reflected a new kind of=20

gentle coaxing to mend a schism that dates to 1054. Since Communism fell,=20
Eastern Orthodox leaders have accused the Vatican of using its wealth and=20
influence to convert Orthodox believers to Catholicism. The pope, who tried=
=20
to break the impasse with a historic visit to Romania in 1999, had long sai=
d=20
he would only visit countries such as Russia and Ukraine if the Orthodox=20
church leaders there invited him. Perhaps tired of waiting, the pope decide=

It is most likely that the pope did not want to elevate Ukraine's Greek-

biographer of John Paul II. Pressure to reward loyal aides and pay homage=20
to important dioceses is intense, particularly in the twilight of a papacy.=

Germany, which contributes more money to the Holy See than any other=20

NERVOUS FRENCH WARN BERLIN=20
France, nervous about Tony Blair=92s visit to Berlin today, has issued a st=
ern=20
ultimatum to Germany that Gerhard Schr=F6der should not seek to replace the=
=20
ailing Berlin-Paris axis by siding with the British. The warning came from=
=20
Pierre Moscovici, the Minister for Europe, who urged Germany not to fly=20
solo, which, he added, would be a catastrophe for France, Germany and=20
Europe. As for the British, the minister said, they could not make up their=
=20
minds on Europe and were no substitute for the French.=20
=93It is completely unthinkable,=94 M Moscovici said, =93to enter into chan=
ging=20
allegiances, for example with the British, who still have a rather limited=
=20
conception of the construction of Europe in certain areas.=94 M Moscovici=20

fractious conference in Nice last month, when President Chirac crudely=20

* Franco-German relations do not need to be redefined, as is sometimes=20
said. They are based on firm foundations that have been consolidated over=20
the course of decades. Any attempt to alter them essentially would amount=20
to demolition and impede any kind of reconstruction. That does not mean=20
that relations between France and Germany are without their problems. A=20
debate on the future of Franco-German relations has been overdue since=20
the end of the East-West divide and German unification changed the face=20
of Europe.=20
Now, as in the past, this means that the momentum for bilateral ties must=20
grow from shared ideas on European policy. The construction site known=20
as the European Union will remain in the 21st century a major project in=20
which France and Germany have a vital interest. The half-year of France's=20
EU presidency, culminating in the "showdown" in Nice, tells what a hard=20
time the sides are having of it.=20
French President Jacques Chirac, Prime Minister Lionel Jospin and Foreign=20
Minister Hubert Vedrine will at their meeting in Strasbourg with Chancellor=
=20
Schr=F6der and Foreign Minister Joseph Fischer on Wednesday find no magic=20
formula to dispel bilateral problems or differences on European policy. Mr.=
=20
Fischer's speech last year on his vision of Europe aroused more displeasure=
=20
in France than was officially acknowledged. Mr. Fischer's relationship with=
=20
Mr. Vedrine has cooled perceptibly. France's ruling Socialists dismissed=20
Mr. Chirac's speech to the German parliament as personal opinion. The=20
reasons for this may lie mainly in French domestic politics, but it was sti=
ll a=20
rude awakening for Mr. Chirac's German hosts.=20
It would be a bad thing if the Strasbourg meeting were to end up a photo op=
=20
without consequences. French politics is geared with increasing=20
nervousness to this year's local elections and to the presidential and=20
parliamentary elections in 2002. The issue of Europe, which has a divisive=
=20
rather than unifying effect on both the left and right, is played down as f=
ar=20
as possible. That does not augur well for the necessary debate between=20
Berlin and Paris, which ought above all to give shape and direction to the=
=20
post-Nice process. They will probably postpone it to the second half of=20
2002 and then be under pressure of time to reach a conclusion before the=20
EU's next inter-governmental conference in 2004. Still, it would be=20
unfortunate if the discussion were not just postponed but avoided entirely=
=20
because it is potentially explosive.=20
Even when the elections are over and power relations have been clarified, i=
t=20
will not be easy to get anywhere with France on matters European.=20
Stereotypes stand in the way and are widespread among la classe=20
politique in Paris. This includes not only politicians in the narrow sense =
but=20
also senior government officials and diplomats and stretches into the realm=
=20
of the intellectuals and the media. As a closed society in this regard, the=
=20
political class is primarily preoccupied with itself. What is more, at leas=
t as=20
far as foreign policy is concerned, it lives in a system of fixed fundament=
al=20
beliefs. Here, the differences between left and right, leaving aside the=20
extremes, differ only in shades of pastel.=20
Vastly simplified, what this means for Germany and Europe can be=20
summarized thus: The unchangeable rivalry between Germany and France=20
has found in European integration a context within which it can be resolved=
=20
peacefully. But it still exists, and France's most important goal must be t=
o=20
strive for precedence over Germany or at least to maintain equal status=20
with it. There is no other explanation for the absurd insistence on equal=20
voting rights in the EU Council of Ministers.=20
Leading German politicians know that, of course, but it does not make their=
=20
task any easier. In relation to France, German politicians are always in=20
danger of being misunderstood. If they speak emphatically of a federal=20
Europe, Paris fears that the ancient, great French nation is to be dissolve=
d=20
into an alliance in which the Germans (or German-speaking countries)=20
would have the upper hand for demographic reasons alone.=20
Yet if Germans argue for a deconstruction of integration (as Edmund=20
Stoiber did), or if they delete from their program the goal of a "United=20
States of Europe" (as the CDU did in Helmut Kohl's day), fears arise=20
among the French that Germany wants to pull out altogether because it=20
feels strong enough, perhaps in combination with the United States of=20
America or Russia, to force its will on Europe. If no European policy=20
initiatives emerge from Berlin, it is criticized as lack of interest. Yet w=
hen=20
the chancellor expresses a will to lead, Paris feels left out, shows=20
annoyance and switches to a minimum program.=20
There is no ideal way out of this dilemma other than tedious detail work. I=
n=20
Strasbourg, or after the meeting, a list of differences between Berlin and=
=20
Paris must be drawn up and then dealt with point by point. It will be a tou=
gh=20
process, complete with arguments and setbacks. Yet productive argument=20
is always better than trying to hide differences of opinion by obscuring th=
em=20

THE WORLD NEEDS THE E.U. TO PLAY A BIGGER ROLE=20
Some 70 European leaders gathered recently in Berlin under the auspices=20
of the Bertelsmann Foundation to discuss "Europe without borders." The=20
picture that emerged from the debate was encouraging: an ambitious=20
Europe with busy years ahead as it moves from the tasks of its own=20
construction to the assumption of greater responsibilities as a global lead=
er.=20
This busy period will come mostly from 3 major tasks.=20
First, the enlargement process will take Europe on a path of difficult poli=
cy=20
reforms required to make the now clearly engaged enlargement process=20
financially viable. Second, the Europeans will be rethinking their security=
=20
and peacekeeping setup and how it will dovetail with NATO, facing an=20
entirely new U.S. administration. Third, in the lead-up to yet another=20
intergovernmental conference in 2004, the EU will have to firm up the=20
choices between integration models and intergovernmental models for the=20
Union - with the accession candidates, which will now participate in the=20
discussion, leaning toward the former, as the conference debates showed.
Why should Europe impose all these difficult tasks upon itself? Again and=20
again the basic explanation was that it must increase its profile as a play=
er=20
on the international scene. And indeed, this is where it is heading: eventu=
ally=20
27 or more countries with 500mn inhabitants, forming a core of stability=20
over a much larger area and able to radiate its prosperity and peace more=20
broadly across its neighborhood, including in the Euro-Mediterranean area.=
=20
From that base it will be able dramatically to increase its role in interna=
tional=20
affairs, for the good of all.=20
But the construction of this wider and deeper EU will take time, maybe the=
=20
better part of this decade. Can we wait that long for Europe to take on an=
=20
expanded role in international affairs? From a global standpoint, the answe=
r=20
is "no." Europe can and must start acting now as an activist global player,=
in=20
one large and urgent area: global problem solving. Problem-solving means=20
getting down to work on the issues that cannot be solved outside a=20
framework of global action. Many of them are so urgent that before the=20
decade is over they must be well on their way to being solved.=20
Global warming is more urgent than ever after the collapse of talks in The=
=20
Hague last year. World fishing capacity now exceeds sustainable fishing=20
levels by 40%. Tropical forests, already shrunk by 25% during this=20
generation, are still receding by 1% a year. Almost 3bn people live on less=
=20
than $2 a day, with 2bn more people coming in the next 20 years, virtually=
=20
all in poor countries that are receiving declining aid levels. Shortages of=
=20
fresh water loom in some 50 countries.=20
There are unsolved issues such as how and where to tax incomes in the=20
coming age of elusive e-commerce and electronic money. And the list goes=20
on. The current international setup has been slow and in some areas=20
ineffective in coming up with solutions for these issues. This is where the=
=20
EU can and must step in. And there is no need to wait. In partnership with=
=20
others, including the new U.S. administration, the EU could immediately=20
become one of the world's most activist global players. It has 3 natural=20
advantages.=20
First, by coordinating its actions, it could exert a much larger influence =
in=20
most international organizations than it currently has. This would only be=
=20
fair, given the large stakeholder position that EU members collectively=20
possess. Second, the EU - which provides almost 66% of the world's total=20
official development assistance and has contributed significantly to the=20
recent efforts to improve its effectiveness - is morally and practically we=
ll=20
placed to expand the concepts and the reach of aid programs into the=20
direction of global problem-solving, helping poor countries participate=20
meaningfully in the process. Third, the solidarity concept that is at the h=
eart=20
of European identity is precisely the concept that can inspire new=20
approaches to global problem-solving.
In sum, Europe is well placed to lead others into experimenting with new=20
approaches to issues management that can accelerate the pace of global=20
problem-solving. A deepened and widened EU will be able to be a major=20
global player, maybe a decade from now, but in a world threatened by=20
unsolved global issues, we all need Europe to exert its global leadership=20

The Opinion by the vice-president for Europe of the World Bank´, on
the need for the EU to become a major global power, was most
interesting. It appears obvious this is on the agenda and the thing
that caught my eye, and mind, was the following statement: "In
partnership with others, including the new U.S. administration, the EU
could immediately become one of the world's most activist global
players." (Activists stir things up.)
This statement, I think, is the key to understanding what is going to
occur on the world scene in the near future. The opinion´ given above,
by the VP for Europe of the World Bank´, indicates to me this is the
intent of the World Bank or, more specifically, those who are directing
the World Bank. I think they are the ´10 kings´, under the direction of
the UN, but I wonder, who is the VP for America of the World Bank?
A recession in the US would make it easier for the EU to be deepened
and widened´ so it will be able to be a major global player´ and I
think the media hype about a recession in the US was started to prepare
us for the planned´ closings and layoffs, including the Chrysler plant
closings, announced by its European partner, Daimler, and the
nation-wide closings of stores of a number of major retailers, such as
the 117 stores of Heilig Meyers. It all lends credence to the talk´ of
recession and I think it will have the desired effect, a planned
recession. This, of course, would open the door for the EU to become
the´ major global player, with the help of the new US administration.

What will happen in near future, I think, is an event that will
completely disrupt all the present manmade plans and the end result will
be exactly as prophesied in the Bible. The event will be the departure
of a multitude of Christians from the world scene and it will be
followed by the beginning of Daniel´s 70th week. The disruption of the
present manmade plans will become painfully apparent as the 10 kings
prepare to use their power as kings for one hour with the beast´ (Rev.
17:12), during the second half of the 7 years. Praise the Lord!

1. DONKEY-AND-WAGON BOMB ATTACK THWARTED
Another major terrorist bombing near Netzarim was thwarted early this=20
morning. Soldiers stationed near the Netzarim junction noticed a=20
suspicious wagon hitched to a donkey; they shot at the wagon and it=20
exploded. A bit later this morning, another explosive blew up near the=20
security fence south of the Kisufim crossing. No one was hurt in either=20
incident.
A soldier was hit in the face by an Arab-hurled rock in Hevron=20
today. Another Israeli was similarly injured when large rocks were thrown=
=20
at Rockefeller Museum in Jerusalem.
2. TERRORISM VICTIM BURIED TODAY
Aryeh Hershkovitz of Ofrah, who was murdered last night by Palestinian=20
terrorists, was buried this afternoon. He is survived by his wife, five=20
children, and four grandchildren. The funeral passed by the murder site -=
=20
on the Ramallah by-pass highway, near the A-Ram junction in northern=20
Jerusalem - on its way from Ofrah to the Segulah cemetery in Petach=20
Tikvah. Mateh Binyamin Regional Council head Pinchas Wallerstein said=20
today, "Based on the information we currently have, the murderers are=20
members of Yasser Arafat's personal Force 17."
Yonatan Ben-Ami of Beit El, who was in the car with Hershkovitz last night,=
=20
recounted that about 150 meters east of the A-Ram turnoff to Binyamin, a=20
car overtook them and fired the fatal shots. "I was hurt by shrapnel," he=
=20
told Arutz-7, "but miraculously nothing more than that - even though the=20
car swerved off the road into a ditch. I tried to call for help, but there=
=20
was no cell-phone reception there. Several Arabs stopped and helped me=20
remove him from the car, and one of them tried to revive him, but it was=20
too late."
Ofrah's Rabbi Avi Gisser was first to speak at the funeral, and said,=20
"Again we are gathered here for yet another funeral, and we no longer have=
=20
strength for more eulogies=85 He was a family man, a man of action, a man=
=20
who served in the IDF for many years, a man who believed in G-d, in his=20
people, who awaited Redemption=85" The victim's daughter and 11-year-old=20
son=20
also spoke.
3. YESHA RABBIS DEMAND
The Yesha Rabbis Council called on Chief of Staff Lt.-Gen. Sha'ul Mofaz to=
=20
forbid Palestinian traffic throughout Yesha, in order to prevent further=20
murders of Jews. Council head Rabbi Zalman Melamed said that the Chief of=
=20
Staff and his Deputy, Maj.-Gen. Moshe Yaalon, must resign if the=20
government=20
does not allow them to carry out this measure - "for if not, they will bear=
=20
the responsibility for the continued murders on the highways."
Newly-appointed Binyamin Commander Col. Ilan Paz called on Jewish=20
residents=20
of the area to continue traveling as usual, and gave his guarantee that the=
=20
army will do all it can to maintain their safety. As of late this=20
afternoon, however, the army had not yet begun to implement the measures,=20
and traffic continued almost as usual to and from Ramallah, even along the=
=20
road on which Aryeh Hershkovitz was murdered last night.
Kokhav HaShachar and Rimonim inhabitants blocked the Alon Highway this=20
morning to Arab traffic, in response to the murder. Beit El residents=20
blocked a different highway - from the T Junction to the Ayosh Junction -=20
to Palestinian traffic. This is the section leading from the=20
Jerusalem-Ofrah highway to Beit El and Ramallah.
4. BARAK NOW WANTS TO MEET ARAFAT
Prime Minister Ehud Barak, who has changed his mind on several issues=20
during his term in office, has done it again: He is now willing to meet=20
Yasser Arafat before the election. He had announced two days ago that he=20
would not meet with him, in light of Arafat's incendiary speech against=20
Israel in Davos. Barak's Office head Gilad Sher confirmed this morning that=
=20
European leaders were mediating in efforts to set a time and place for the=
=20
meeting. He said, "Barak is not fickle; on the contrary, he is consistent=
=20
in his pursuit of peace." Palestinian sources said today that a=20
Barak-Arafat summit was likely to take place later this week.
Political analysts assume that the goal of such a meeting would be a=20
dramatic announcement that would help close the gap between Barak and=20
Ariel=20
Sharon in the Prime Ministerial campaign. Possibly in preparation for such=
=20
a development, Zalman Shoval - head of Sharon's international campaign -=20
said today that Minister Ben-Ami had deceived the public when he claimed=20
after the Taba talks that "Israel and the Palestinians were never closer to=
=20
an agreement than today." Shoval said that the Palestinian view of the=20
talks was more accurate, and quoted chief PA negotiator Abu Ala as saying,=
=20
"The gap in the positions of both sides has never been more obvious," while=
=20
negotiator Saeb Erekat said, "the negotiations in Taba emphasized the size=
=20
of the gap between the two sides' positions and the depth of the=20
disagreements."
As if to emphasize this point, a senior Fatah official in Jerusalem said=20
today that the Taba talks had proven that there is no point in talking with=
=20
Israel - "not with Barak, not with Sharon, and not with anyone else" - and=
=20
that the only solution was "armed struggle" against Israel. The official=20
added that the Judea-Samaria Fatah leadership voted unanimously today to=20
escalate its violence against Israeli targets, in light of Israel's arrest=
=20
of a Force 17 officer yesterday.
The IDF Intelligence Chief told the Knesset Foreign Affairs and Defense=20
Committee today that the PA had come to the Taba talks not to reach an=20
agreement, but only to squeeze out more concessions from the Israeli=20
negotiators.
5. SCARE-TACTICS IN BARAK CAMPAIGN
Another dramatic campaign gimmick by the Barak team may have backfired.=20
It=20
sent out 600,000 envelopes very similar to those in which emergency=20
military orders are usually sent; before the recipients could recover from=
=20
the shock at ostensibly being "called up" for unlimited army service, they=
=20
opened the envelope to find campaign literature explaining that Sharon's=20
election would increase the chances of war - and their reception of=20
emergency orders.
However, Arutz-7 has learned that secret army databases were apparently=20
used for the mailing; Capt. (res.) Ya'ir Perchik said that his "orders"=20
were sent to a secondary address that he supplied only to the army. Late=
=20
this afternoon, Elections Committee Chairman Hon. Mishael Heshin issued a=20
restraining order forbidding One Israel to continue sending the mock "order=
s."
Likud Prime Ministerial candidate Ariel Sharon will be busy with something=
=20
in addition to the election next week. He will be attending the brit milah=
=20
- ritual circumcision ceremony - of his twin grandsons who were born to his=
=20
son Gilad this afternoon. If all goes well, the ceremony will take place=20
on their eighth day of life, namely, next Tuesday, Election Day.
6. AN EVENT FOR THE DEAF
The Orthodox Union's Jewish Deaf Singles Registry will hold its annual=20
winter singles event on February 18, 2001, in Philadelphia. The event,=20
including lunch and entertainment, provides an opportunity for deaf singles=
=20
to meet each other and learn that "there really are other Jewish deaf=20
singles out there." The JDSR links Jewish deaf around the world, and=20
provides an anonymous database "community" for them to meet. In the=20
past,=20
the singles event has attracted participants from around the world,=20
including from Israel, Australia, and France. Organizers Samuel and=20
Rachelle Landau "<samuellandau@juno.com>" explain that their aim is to=20
combat the increasing rate of intermarriage among deaf Jews "not by=20
preaching to young people to marry Jewish, but by helping them to marry=20
Jewish."
7. HISTADRUT STRIKE MAY END
The Histadrut Labor Union strike appears to be in its last throes. An=20
agreement was reached this morning on a 3.6% wage increase - the Labor=20
Union had originally demanded more than 15% - and it will be signed this=20
evening at 9 PM. Port workers have already returned to work, and have=20
begun to load and unload 63 cargo ships that have been stuck in the harbor,=
=20
some of them for the full eight days of the strike.
8. JEWISH COMMERCIAL PRESENCE IN MOSLEM QUARTER
Another Jewish presence was launched in the Moslem Quarter of=20
Jerusalem's=20
Old City last night: a store. A small group of Peace Now demonstrators=20
attempted, unsuccessfully, to disrupt the dedication ceremony. The store=20
is to be a small grocery and snack stop for the benefit of soldiers and=20
visitors on their way to the Western Wall. It is being sponsored by the=20
"Life (Chaim) in Jerusalem" organization, which was founded in memory of=20
Chaim Kerman, a student of the Quarter's Yeshivat Ateret Cohanim and a=20
local resident who was murdered there two years ago. Jewish tenants are=20
also scheduled to take up residence in a nearby apartment soon.
9. MEIMAD: NO POSITION ON BARAK
The left-wing religious Zionist party Meimad - a partner in the One Israel=
=20
coalition - decided last night to refrain from a public endorsement of Ehud=
=20
Barak. The compromise decision may have prevented a split in the party;=20
Rabbi Yehuda Gilad had threatened to join the National Religious Party if=20
Barak had received Meimad's endorsement. Party leader Rabbi Yehuda=20
Amital=20
said, "The partnership between Meimad and One Israel is dead;" the final=20
straw was apparently Barak's recent campaign ad in which he promised=20
public=20
transportation on Sabbath, civil marriages, and the like. Government=20
Minister Rabbi Michael Melchior, on the other hand, said that Meimad must=20
not make a decision that would help Sharon get elected.
10. SAFETY EQUIPMENT DONATED TO YESHA
A New York State Assemblyman will deliver the last of $120,000 worth of=20
bulletproof vests and helmets to the Security Coordinator of Gush Etzion=20
tomorrow morning. The equipment will be used to help protect teachers and=
=20
medics living in embattled Judea and Samaria communities; several Yesha=20
teachers have been killed in terrorist attacks in recent months as they=20
traveled to and from school. NY Assemblyman Dov Hikind, who organized=20
the=20
drive, will deliver the state-of-the-art equipment tomorrow. Among the=20
contributors was New York Governor George Pataki. Hikind said, "We want=20
to=20
try to make sure that innocent people can go about their lives without=20
threat of injury."
11. THE MINISTER AND THE POLICEMAN
Immigration Minister Yuli Tamir has called for Northern Region Police Chief=
=20
Alik Ron to be fired. She said that his criticism of Prime Minister=20
Barak's almost-apology to the Israeli-Arab sector was unacceptable, and=20
that his words "show once again that he is a politician and not a=20
policeman." Ron has been criticized before for his harsh words about the=20
dangers from the Israeli-Arabs. Thirteen Israeli-Arabs were killed in=20
violent clashes with the police during the riots and violence that arose=20
concurrently with the Palestinian Authority's Rosh HaShanah Arab=20
Assault. The Northern Command refused to comment on Tamir's words.
12. ELECTION DAY ACTIVITY
A grass-roots organization named Israel Action Alliance, concerned over=20
incidents of suspected voting irregularities in the last elections, has=20
issued a call for volunteers to poll-watch on Election Day, Feb.=20
6. Specifically, the organization bitterly remembers that "left-wing=20
election supervisors hassled voters in religious areas by examining their=20
documents to an unreasonable extent, among other tactics, [leading to]=20
some=20
citizens returning home without voting." The group also decries the=20
"little or no Jewish supervision" in polls in Arab villages, and wishes to=
=20
enlist volunteers for supervisory work at voting booths in Israeli-Arab=20
areas, kibbutzim, moshavim, and religious areas. For further information,=

American political advisers have traveled to Israel to help again in an ele=

for prime minister. But the political landscape is drastically different fr=

Arthur Finkelstein, the Republican political consultant advising Gen. Ariel=

Sharon, is engaged more in warm and fuzzy image-making these days than=20
the pointed, repetitive negative advertising that has marked many past=20
campaigns of the GOP pollster from New York. Democratic pollster Stan=20
Greenberg and image maker Bob Shrum, who work with the campaign of=20
Prime Minister Ehud Barak, have had more experience over the last decade=20
selling a candidate's skills with the economy. That strategy worked well fo=
r=20
former President Clinton and later for Barak in 1999, but this campaign is=
=20
focused more on the dangers of war if Barak loses.=20=20
The use of American consultants in Israel grew popular in the mid 1980s and=

gained an even higher profile in the past five years. In 1999, Labor Party=

SUMMARY AND ANALYSIS
VOP and the Palestinian Authority dramatically changed their approach to
Ehud Barak within the last 18 hours in the following ways:
*--switching from attention to a growing rift between Yasser Arafat and
Barak, following Arafat's Davos speech condemning Israel, to downplaying
the Arafat-Barak differences;
*--highlighting the "extreme" nature of Ariel Sharon and some of his
backers such as the "extreme" Avigdor Lieberman ((NOTE: some of the Israeli
Labor Party's campaign advertisements on Jan. 29/30 were almost identical to
some of these and earlier texts on VOP));
*--and ANNOUNCING THE LIKELIHOOD OF A BARAK-ARAFAT SUMMIT, after talking
about NO CONTACTS UNTIL AFTER THE ELECTIONS, and, also, after talking,
until Tuesday afternoon, about Barak's media "campaign" against the PA.
In Short, both VOP and the PA now seem to be joining the campaign
against Ariel Sharon, even though an 8:18 am studio-read VOP analysis
Wednesday morning laid out the near certainty of a Barak loss to Sharon.
The PA analysis was sophisticated and unemotional, stressing the
following points:
*--SHARON'S ELECTION IS IMMINENT, BUT HE WILL NOT BE ABLE TO FORM A BROAD
GOVERNMENT;
*--SHARON'S NARROW PARLIAMENTARY BASE-ONLY 19 LIKUD SEATS OUT OF 120-WILL
MAKE SERIOUS NEGOTIATIONS WITH THE PA VERY UNLIKELY;
*--AND THE HIGH LIKELIHOOD THAT ISRAEL WILL AGAIN GO TO ELECTIONS WITHIN
SIX MONTHS, THUS SIGNALING A PERIOD OF DEEP INSTABILITY IN ISRAEL.
In a morning interview, PA Information Minister Yasser Abd-Rabbo denied
categorically a report in the Israeli daily Ma'ariv that the PA and Israel
had agreed to put of discussions on Jerusalem for five years.
Elsewhere, VOP continued to shepherd the Iraqi normalization process,
featuring a long studio-read analysis by senior announcer Khaled Sukar
detailing Iraq's return to the fold, i.e. the Arab world's renewed embrace
of Saddam Hussein.

*--"Efforts by UN Secretary General Kofi Anan and European officials
pushing hard for a continuing Palestinian-Israeli summit, but a site and a

The prime minister's staff is working on preparations for a meeting between
Ehud Barak and Palestinian leader Yasser Arafat, before the February 6
elections next week.
Although Barak said after the Taba talks he was suspending contact with the
Palestinians, following a conciliatory television interview Arafat gave
Channel 2 on Monday night, the possibility of a Barak-Arafat summit was
raised again.
But this time, say sources in Jerusalem, any meeting will require
comprehensive groundwork to avoid the failure of previous meetings between
the two. Barak will not want to use the summit for a joint statement
detailing agreements reached so far with the Palestinians, in case such a
statement is used to showcase Israeli concessions.
Several countries have been named as possible hosts for the summit. Barak
prefers a nearby state so he is not out of Israel for very long - Turkey,
Cyprus, and Italy have been named as possible venues. Egypt has offered
Sharm el Sheikh, but there is concern a summit on Arab territory might be
seen as intervention in Israeli politics.
One question still to be resolved is who else would participate if a summit
is called. UN Secretary General Kofi Anan has expressed interest in meeting
Barak and Arafat to find out how much progress has really been made in the
peace process. There is no talk of American involvement.

Ha'aretz: IDF predicting upsurge of violence in near future

The Israel Defense Forces is predicting a serious escalation of violence in
the territories in the near future. Though no one says so explicitly, "the
near future" apparently means after the election for prime minister.
Already, there has been a sharp rise in the number of shooting and bombing
incidents in the Gaza Strip. Yesterday for the first time, a mortar shell
was fired at a Gaza settlement. The shell caused no injuries in Netzarim but
damaged a house.
Chief of Staff Lieutenant-General Shaul Mofaz, speaking to soldiers near
Bethlehem yesterday, said he expects some escalation in the near future.
"It has already happened in Gaza, and the escalation in the Strip will
spread to Judea and Samaria. There are now no diplomatic negotiations, so
the Palestinians have no incentives to foil terrorist attacks. In effect,
there is no Palestinian [terror] prevention - period. This is a recipe for
escalation, though it could take two or three weeks."
Mofaz has ordered IDF commanders to prepare for more frequent terrorist
attacks and a greater involvement of Palestinian police in the fighting.
Should the conflict worsen, Mofaz predicts there will be Palestinian
attempts to attack settlements.
"Netzarim, Morag, Kfar Darom - these places [in Gaza] have become symbols
for [the Palestinians]." Mofaz was speaking to soldiers at Netzarim Junction
a few hours before the mortar attack. "These settlements are magnets for
terrorists and should the situation worsen, they will make every effort to
attack them - including attempts to overrun a settlement or to injure
settlers in their houses."
In another incident early yesterday morning, a booby-trapped cart was sent
rolling toward soldiers at Netzarim Junction. The soldiers fired at the
wagon and exploded the bomb before it reached them and no one was injured.
Another bomb exploded in Gaza close to the Green Line.
There were around 20 shooting incidents in Gaza during Monday night - a
sharp rise compared to the level of shooting while the Taba talks were in
progress.
The West Bank has remained relatively quiet, except around Ramallah. But
despite the drop in the number of incidents, the number of fatalities has
been high. Six Israelis have been killed in the territories over the last
two and a half weeks, five of them in the West Bank.
Despite his predictions of escalation, Mofaz has ordered officers to react
to incidents with restraint. "We must not be the ones who cause the
situation to worsen," he said.

1. No injuries in AM shooting attack
(BNI-JAN.31) An Israeli motorist was attacked by gunfire on Wednesday
morning at 6:40am while traveling on Route 60, north of Ofra, in the
Benjamin Regional Council district of Samaria. Two bullets hit the vehicle
but there were no injuries.=20
Military officials report the gunfire came from the nearby Israeli village
of Silwad.=20

2. Netzarim home attacked with mortars
(BNI-JAN.31) In what senior military commanders are calling a marked
escalation in warfare, a home in the Jewish community of Netzarim, in
Gaza, was attacked on Tuesday night with a mortar shell that penetrated
the ceramic roof tile but was stopped by the cement floor of the attic.
IDF officials report the mortar round was fired from Gaza City.
There was damage to the roof of the home of the Nahum family but there
were no injuries. The members of the family were downstairs when the home
was attacked.
Although mortars have already been used in attacks in Gaza against
military targets, the Tuesday night attack marks the first time that a
community was targeted with the ballistic warfare. IDF commanders and
intelligence community officials are predicting a continued increase in
violence and attacks until the February 6 election for prime minister,
explaining the PA and terrorist organization are sending a =91warning
message=92 to MK Ariel Sharon, the candidate expected to win the race.=20=20

3. Histadrut strike continues
(BNI-JAN.31) The euphoria of Tuesday has diminished in the Prime
Minister=92s Office as it is now clear that although officials quickly
announced a settlement in the ongoing Histadrut strike had been reached on
Tuesday, strikers are not returning to their jobs; explaining an agreement
has not been signed.
Finance Minister Avraham Shohat was quick to announce that he has=20
secured
an agreement that guarantees there would be no threats of future strikes
for at least six months, during which time negotiations would continue to
reach a long-term agreement. The proposed agreement that was reached to
end the strike is only an interim accord that is expected to be signed in
the coming hours. The agreement provides a one-time payment of NIS 1,250
for public sector employees as well as a 3.6 percent wage increase.
Immediately following Shohat=92s announced, Adi Eldar, the head of the Unio=
n
of Local Authorities announced he was unable to sign any such agreement
since local treasuries lacked the funding to pay the increase agreed to in
the accord. Eldar stated that the problem once again returns to the office
of Minister Shohat who was responsible to provide local municipalities
with the funding to make good on the salary increases.
For the time being, strikers are not returning to work and the trash
continues to mount while essential services remain shutdown.=20=20

4. Infant injured in stone-throwing attack
(BNI-JAN.31) A three-month-old infant was injured lightly on Tuesday night
in a stone-throwing attack on the Trans-Samaria Highway east of Ariel. The
infant was transported to Beilinson Hospital.=20=20

5. Soldier moderately injured in stone-throwing attack
(BNI-JAN.31) An IDF soldier sustained moderate injuries on Tuesday in a
stone-throwing attack in Hebron. He was transported to a Jerusalem
hospital for treatment.=20=20

6. Pressure continues to mount on PM Barak to bow out of election race
(BNI-JAN.31) Prime Minister Ehud Barak insists that he will not relinquish
his position as the One Israel prime ministerial candidate in the upcoming
election race despite mounting pressure against him to do so.=20
According to the most recent pre-election polls, Barak trails the
contender, Likud candidate Ariel Sharon, by 17-22 percentage points, one
week before Election Day. Barak insists the polls have erred in the past
and he remains confident that he will be reelected to office and thereby
have achieved a referendum from the nation supporting his continued Oslo
process policies.
Despite Barak=92s reassurances, persons close to the prime minister are
urging him to bow out of the race to permit Minister Shimon Peres to run
as the party=92s candidate. Polls place Peres within 1-2 percentage points
from Sharon and many One Israel supporters feel that Peres is the party=92s
only hope for a victory at the polls.
According to the election law, Peres may replace Barak until Friday and
this can only be done if Barak voluntarily steps out of the race and party
officials may not order him out.=20=20

7. Pregnant woman injured by gunfire in Petah Tikvah
(BNI-JAN.31) A 35-year-old Petah Tikvah resident, in her ninth month of
pregnancy, was hit in her abdomen by a stray bullet while she stood on her
balcony on Tuesday. The woman was transported to Beilinson Hospital where
she is reported to be in light condition.=20
Police are investigating in the hope of locating the origin of the stray
bullet.

8. No injuries in donkey bomb blast in Gaza on Tuesday morning
(BNI-JAN.31) There were no injuries to IDF troops or Israeli civilians in
a thwarted attack in Gaza, near Netzarim, on Tuesday morning. A cart being
pulled by a donkey was loaded with explosives and terrorists were working
to bring it close to the Jewish community and adjacent IDF position.
Soldiers opened fire on the cart, detonating the explosives and killing
the donkey.=20=20=20

9. Jewish grocery store in Moslem Quarter of Jerusalem
(BNI-JAN.31) A new grocery store/snack bar was dedicated in the so-called
Moslem Quarter of Jerusalem=92s Old City on Tuesday night. The new store
will serve persons making there way to the Western Wall via the Moslem
Quarter and it was established due to the efforts of the =93Life in
Jerusalem=94 organization founded in memory of Moslem Quarter resident Haim
Kerman, who was stabbed to death by Islamic terrorists as he made his way
to the Western Wall for prayer services on May 6, 1998.
The opening of the grocery store represents a continuation in an ongoing
effort to legally acquire properties in the area and refurbish them
towards the goal of increasing the Jewish presence in the Old City.=20=20

10. Stone-throwing attacks in Jerusalem near Rockefeller Museum
(BNI-JAN.31) One Israeli was injured on Tuesday in stone-throwing attacks
in Jerusalem near the Rockefeller Museum. The extent of the injuries
remains unknown.=20=20

11. NY State Assemblyman Hikind to donate protective vests
(BNI-JAN.31) New York State Assemblyman Dov Hikind will on Wednesday
morning visit the Mofet Etzion ballistics factory to officially =91purchase=
=92
$120,000 worth of bulletproof vests to be distributed to teachers and
emergency medical personnel in Yesha. Assemblyman Hikind will try on one
of the heavy-duty vests and watch a ballistics test.
Mofet Etzion, part of Kibbutz Kfar Etzion in Judea, is a leading
manufacturer of body armor and other bulletproof materials and is a
supplier of US armed forces.

Money has poured into the office of Assemblyman Hikind from politicians
and constituents since the New York politician returned from a visit to
Israel last month. Hikind collected $120,000 to purchase the bulletproof
vests and helmets to help protect teachers and medics living in Jewish
communities throughout Judea, Samaria and Gaza.=20
Contributors include NY State Attorney General Eliot Spitzer, Assembly
Speaker Sheldon Silver, State Comptroller Carl McCall, Congressman
Edolphus Towns, Bronx Borough president Fernando Ferrer, Brooklyn=20
Borough
president Howard Golden and others.
Several teachers have been killed in terrorist attacks in recent months as
they traveled to and from school in the Judea and Samaria.
"It's the least we could do to help," says Hikind. "My colleagues in New
York want to try to make sure that innocent people can go about their
lives without threat of injury," he added.=20=20

(BNI-JAN.31) Shooting attacks continued in Gaza in the areas of Gush Katif
and northern Gaza throughout the night. There were no reports of injuries

(BNI-JAN.31) The IDF=92s Bezeq base near Jenin, in Samaria, was attacked by
gunfire on Tuesday night. There were no injuries. Soldiers did not return

(BNI-JAN.31) An IDF patrol operating in Samaria, near Neve Tzuf, was
attacked by gunfire late Tuesday night. There were no reported injuries to

15. Hizbullah: Unlikely that deal will be reached for release of hostages
before elections
(BNI-JAN.31) Officials of the Hizbullah terror organization on Tuesday
stated that there was almost no hope of a deal being reached with Israel
for the release of Israeli soldiers being held hostage since October, when
they were abducted while on patrol in northern Israel in the Har Dov
region.
Talks for their release have been ongoing via German intermediaries but a
terrorist official told Lebanese TV on Tuesday that Israel is unwilling to
meet demands and terms for the release of terrorists that would lead to
the release of the soldiers.
On October 7, 2000, Hizbullah took Sergeant Adi Avitan, Staff-Sergeant
Avraham Binyamin, and Staff-Sergeant Omer Suaed captive. In a separate
incident, Hizbullah also abducted reserve Colonel Elchanan Tanenbaum, a
businessman. Hizbullah is demanding the release of an unspecified number
of prisoners being held in Israel as well as the release of an unspecified
number of bodies of terrorists in exchange for the four.=20=20

(BNI-JAN.31) A bomb was detonated shortly after 9:00am local time near the
Kissufim Crossing in southern Gaza. The explosion was intended to hit an
IDF patrol operating near the border fence. There were no reports of
injuries.

2. Barak to visit Yesha communities
(BNI-JAN.31) Prime Minister/Defense Minister Ehud Barak will on=20
Wednesday
visit the Yesha communities of Ofra, Kadim and Ganim, in Samaria.
The visit to Ofra would include a condolence visit to the Hirschkowitz
family following the murder of Aryeh Hirschkowitz in a terrorist attack on
Monday night. The visits are also being labeled part of Mr. Barak=92s
re-election campaign.=20
Yesha Council officials have expressed their objection to the planned
visits to Yesha communities as part of Barak=92s re-election campaign,
condemning Mr. Barak=92s attempt at capitalizing on the condolence visit
which in reality they explain is only a campaign stunt. Yesha leaders have
announced the visits to the communities would be boycotted and as a
result, may result in the cancelation by Mr. Barak=92s staff.=20=20

3. Jerusalem Manufacturers Assoc. concerned over future of Atarot
(BNI-JAN.31) The head of the Jerusalem=92s Manufacturer=92s Association, Mo=
ti
Tepeberg, on Wednesday stated that he was concerned over the future of the
capital=92s northern Atarot Industrial Park.
According to Tepeberg, recent terrorist attacks in and around Atarot have
led to losses of NIS 300 million and many businesses have already closed
their doors while others may follow suit in the immediate future if the
government does not take action.
One of the major problems plaguing employers is the reality that workers
are too scared to report to work in light of the increasing number of
shooting attack in Atarot and on the roads leading to the industrial park.
At present, the industrial park employs some 4,000 workers.

4. Ben-Eliezer says he will run in party primaries
(BNI-JAN.31) Minister Binyamin Ben-Eliezer, a veteran member of the Labor
Party, stated on Wednesday morning that if the party holds internal
primaries following the Feb. 6 election for prime minister, he would be a
contender in the race.
The announcement comes as pre-election polls place opposition leader MK
Ariel Sharon ahead of the incumbent, Prime Minister Ehud Barak, by between
16-22 percentage points.
It is believed that if Barak loses the election, the Labor Party will hold
primaries to elect a new party leader who would represent Labor=92s interes=
t
in national unity coalition negotiations with a Likud government.=20=20

5. Ross blames Arafat for failure to reach an agreement
(BNI-JAN.31) Former US special envoy to the Oslo process, Dennis Ross,
stated that PA Chairman Yassir Arafat was to blame for the failure of the
two sides to reach an agreement based on the bridging proposals put
forward during the last days of the Clinton administration.
According to statements made by Ross, who stepped down from his position
when President Bush took office, the PA took the same position that the
Arabs adopted in 1948, opposing the United Nations partition plan that led
to the establishment of the State of Israel.=20=20

6. UN decides to reduce international force in southern Lebanon
(BNI-JAN.31) The United Nations has decided to reduce the size of its
international peacekeeping force operating in southern Lebanon, on
Israel=92s northern border. The peacekeeping force took up position after
Israel unilaterally withdrew from southern Lebanon last year and totally
complied with UN resolutions calling for an Israeli pullback to the
international border.
The UN Security Council decided to reduce the force to 4,500 from its
present 5,800.=20=20=20

7. Barak calls for withdrawal of troops from Judea and Samaria
(BNI-JAN.31) Prime Minister/Defense Minister Ehud Barak on Tuesday vowed
to create a total separation between areas under Israel=92s and PA control
if reelected on February 6. Barak stated that just as he was successful in
executing the IDF troop withdrawal from the former security zone of
southern Lebanon and bringing the recession in Israel to an end, he would
accomplish a troop withdrawal from Judea and Samaria.=20
Mr. Barak made his statements at an election assembly held in the
Jerusalem Convention Center.
Responding to Barak=92s remarks was Benny Kashriel, the executive director
of the Council of Jewish Communities in Judea, Samaria & Gaza, stating
that Barak has not only fallen short of his promise to be the =93prime
minister of everyone,=94 he has managed to divide the nation and instill
fear in the country due to his policies which resulted in increased daily
terrorism.
Kashriel added that the nation would not permit Barak to =93sell out Jews a=
s
he did the Christians in Lebanon.=94=20=20
Barak opponents explained that Israel did not execute a troop withdrawal
from southern Lebanon as a result of a bilateral agreement as promised,
but IDF forces ran under the cover of darkness in Barak=92s unilateral
withdrawal, while abandoning Israel=92s longtime allies, the members of the
Southern Lebanese Army and their families.

8. Shai police arrest two el-Hader residents
(BNI-JAN.31) Police of the Shai District early Wednesday morning arrested
two residents of the Arab village of el-Hader, in the Gush Etzion area of
Judea. The two are suspected of leading many of the recent attacks against
Israelis on the Jerusalem/Hebron road.=20=20

9. Egypt opts to continue cold relations
(BNI-JAN.31) Officials in Cairo have announced the cancellation of planned
visit on Wednesday by members of Prime Minister Ehud Barak=92s staff to
Cairo who were to brief President Hosni Mubarak on the Oslo process with
the PA.
Although Egyptian officials explained the cancellation was due to
=93technical reasons,=94 analysts believe it is another sign of the continu=
ed
strained relations between Egypt and Israel. As a result of the ongoing
Intifada in Israel, Egypt has recalled its ambassador from Israel,
explaining it was unable to standby while Israeli forces continues using
unjustifiable force against =93innocent Palestinians=94.=20=20

10. Field hospital established in India
(BNI-JAN.31) The Israeli humanitarian delegation dispatched to India
following the earthquake has established a field hospital that is expected
to be operational in the coming hours. Officials participating in the
delegation explain they hope that once operational, the field hospital
will treat some 1,000 victims daily.=20
The medical personnel accompanying the team will enable the hospital to
establish gynecological, surgical, and orthopedic departments as well as
x-ray capabilities and operating suites.
In a related matter, officials in the Ministry of Foreign Affairs have
confirmed that two Israelis reported missing in the quake have been
accounted for on Wednesday morning local time and are reportedly in good
health.=20=20

11. PA: Taba talks a bid to save Barak election campaign
(BNI-JAN.31) According to the head of the PA=92s Palestine Legislative
Council (PNC), the marathon peace negotiations between Israel and the PA
in the Red Sea resort city of Taba were a last effort to save the ailing
election campaign of Prime Minister Ehud Barak.

BUSH PUTS FAITH-BASED ORGANISATIONS AT CENTRE OF=20

Religion is being brought back to the centre of American government by=20
President Bush, who cites his Christianity as the underpinning of his own=20

community organisations would be eligible for billions of dollars in=20
